Over the last two decades, while scientific publications from China have increased both in number and in quality,  the number of papers containing fabrications and the ratio of Chinese papers containing fabrications have also unfortunately increased, creating historical records that no one from China is proud of. Some of us have tried hard to solve the problem, but only successful at a small scale within a few institutions. But, while national leadership have tried again and again to rein in this problem, those who should have been responsible always manage to avoid getting their feet wet: they put up policies and never really follow up with actions. Some officials and some prominent scientists have intentionally helped well-known cases to go unpunished. The most creative invention by these was the term “Figure Misuse”, when they allowed authors to replace fabricated figures to use new figures to argue that they did not fabricate but only confused figures.

Of course there should be mechanisms with real teeth and officials with true sense of responsibility to properly and fairly investigate research misconducts, and take proper disciplinary actions.

My quote can also be much shorter: “This is an old problem in China which should have been solved effectively twenty years ago. If no one (from Chinese agencies to international journals) want to correct old problems or to set up new mechanisms with teeth, it will only grow”.
