禁止私熏腊肠“为应对大气污染”?当地官方回应了
近日,四川巴中市通江县、南江县发布通告称,城区禁止私自熏制腊制品,熏制腊肉、腊肠等需送到指定的集中熏制点,此举受到不少网民质疑,官方回应称,禁止私熏腊肉是为了应对大气污染。

然而,通江县一集中熏制点的公司仅熏制“限于在该公司购买的肉制品”,被指强买强卖。
Authorities in two counties in Sichuan province have banned residents from smoking bacon in their homes or public spaces in urban areas, citing concerns about air pollution. The ban has sparked controversy, with some residents questioning the scientific evidence behind the move and accusing a company of trying to profit from the initiative.
23日,通江县综合行政执法局针对网络上热议的问题作出回应:“近日我局牵头发布的《关于在通江县城区集中熏制腊制品的通告》存在工作失误,特此致歉。”
该说明还表示,此前“限于在该公司购买的肉制品”的公司熏制点巴山牧业将面向社会开放,市民并不需要购买该公司肉质品,也可在该点熏制腊肉,但要支付符合市场价的加工费。
In response to the controversy, the Tongjiang government issued a new circular on Thursday clarifying the rules. The circular states that the company's smoking spot is now open to the public and that residents do not have to buy meat products from the company in order to smoke their bacon.
While the company has agreed to accept meat from outside sources for smoking, residents will be charged a fee for the service. The price of smoking and pickling meat is set in accordance with market prices.

11月15日,通江县综合行政执法局联合巴中市环保局、相关街道办、新区管委会,发布了《关于在通江县城区集中熏制腊制品的通告》。

通告表示,“为尊重传统、方便市民,同时保护生态环境、保障熏制安全,根据有关规定,禁止在县城区农贸市场、居民小区院内、楼道、阳台、屋顶以及岩坡旁、路边、河沟等非指定地点熏制腊制品;禁止在县城区内擅自搭建腊制品熏制设施;县城区腊制品实行定点集中熏制。”

The Tongjiang county government in Bazhong city issued a notice on Nov 15 banning the smoking of bacon in agricultural markets, in residential buildings, on balconies and rooftops and along roadsides and riversides in urban areas. Residents are also prohibited from building private facilities to smoke meat.
The burning of fresh cypress branches, the wood that is primarily used to smoke bacon, produces soot that seriously affects air quality and the environment, according to the Tongjiang county administrative law enforcement bureau.
通江县的通告中还公布了两个集中熏制点的地址和电话,其中一家注明“熏制限于在该公司购买的肉制品”。
通告还提到,凡违反本通告的,将依据《中华人民共和国大气污染防治法》《四川省城乡环境综合治理条例》依法处理。
The notice listed two designated smoking spots outside urban areas where residents can smoke meat. However, one of the spots was still under construction at the time of the notice, and the other one, located at an animal husbandry company, only accepted meat products that were purchased from the company.
11月20日,南江县综合行政执法局发布了《关于县城区内禁止熏制腌腊制品的通告》,与通江县相似。
通告表示,凡未在指定地点熏制腌腊制品的行为,执法人员将予以劝导、制止,对拒不改正者,将按照《中华人民共和国大气污染防治法》第119条规定处以500至2000元罚款。
自通告发布后,不少网友产生了疑问,主要围绕着:“熏制腊肉是否会造成大气污染”以及“指定熏制点是否存在不当盈利问题”。
Netizens expressed concerns about the environmental claims and about the associated costs of smoking meat at the designated spots.
"I don't believe smoking bacon can result in air pollution," a netizen said on social media platform Sina Weibo.
"Why do they charge additional fees for smoking bacon at designated spots?" another Weibo user asked.
Others questioned the motive behind the animal husbandry company's smoking services.
"It can be a way of making a profit as residents have to buy their products," one commenter said.
对于存在诸多争议的巴山牧业,该公司负责人刘先生解释说:“我们公司本来就有养殖和加工,之前没有对外加工过,所以这次为了响应政府的倡议,我们就提供加工服务选项。但为了公司肉类防疫安全着想,我们才提出了需要购买公司的肉。”

刘先生还表示:“作为一家上市公司,我们根本没想从这个事情上赚钱,主要是积极配合政府的倡议。”
A man surnamed Liu, who heads the company, confirmed that it has started to allow the smoking of meat that isn't purchased on site.
"To prevent the spread of animal diseases, we had requested that people only smoke meat bought from our company," Liu said, stressing that the company wasn't trying to profit from the government initiative.
此事引发网民争议,有人认为此举确实对保护环境有帮助,但也有人认为该项禁令干预了当地人的传统习俗。
Some support the ban, arguing that it is necessary to protect the environment. Others argue that it infringes on their traditional rights.
通江县政府表示,会持续在保护环境与保护当地传统之间找到合适的解决方法。
The Tongjiang government has said that it is committed to working with residents to find solutions that will both protect the environment and respect local traditions.
