郝鹏：发挥开放优势 构筑战略支点 加快打造东北亚开放合作枢纽地

Liaoning province aims to develop itself into a hub for cooperation in Northeast Asia, deeply integrating into the Belt and Road Initiative and playing a greater role in connecting domestic and international markets, provincial Party secretary Hao Peng told China Daily.

Hao, secretary of the Liaoning provincial Party committee and a deputy to the National People's Congress, said the aim is a specific action to implement the spirit of President Xi Jinping's important speeches on promoting the full revitalization of Northeast China in the new era.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, stressed the need to enhance the level of opening up and cooperation domestically and internationally during a meeting in September last year.

Northeast China is an important gateway for the country's northward opening up, and its strategic position and role in strengthening regional cooperation in Northeast Asia and the interplay between domestic and international flows are increasingly prominent, Xi said.

Last year, Liaoning has made progress in deepening economic and trade cooperation with countries involved in the Belt and Road Initiative, with three achievements having been included in the list of outcomes for the Third Belt and Road Forum for International Cooperation, Hao said.

Commodities made in Liaoning have been exported to over 200 countries and regions worldwide, and the province provided the largest volume of China-Europe freight train services in the Northeast region.

Breakthroughs have been obtained in attracting investment, with major foreign-funded projects, such as the BMW Brilliance, have made important progress, and the foreign investment in actual use has increased by 16 percent, reaching $3.38 billion, he said.

Located in the core region of the Northeast Asia Economic Circle, Liaoning has a geographical advantage of connecting land and sea and it stands as a significant gateway linking the Eurasian land bridge.

The province will continuously deepen exchanges and cooperation with Japan, South Korea, Russia, and Mongolia, strengthening economic ties with Europe, the United States, Southeast Asia, as well as Central and West Asia. It will enhance its participation and influence during the opening-up and formulate a series of "Liaoning models" in areas such as trade investment and industrial cooperation.

Liaoning will attract and utilize foreign capital with greater intensity, and facilitate the establishment of a batch of iconic foreign-funded projects in Liaoning, Hao said.

The province will upgrade major platforms with international influence, such as China (Liaoning) Pilot Free Trade Zone, and support Shenyang, the provincial capital, in creating a national demonstration zone for airport economy, he said.

The province is supporting Shenyang in building a national China-Europe freight train assembly center and promote the construction of Northeast Asia International Shipping Center in Dalian, he added.
