Sichuan University has sparked discussion online after issuing a notice on tuition waivers for the 2026-2027 academic year that disqualifies students with "consumption-related bad habits", including smoking.

According to the notice, students will lose eligibility for tuition waivers under any of the following circumstances: violating national laws or university regulations and receiving disciplinary action; falsifying supporting documents or application materials; having habits such as smoking, excessive drinking or internet addiction; or failing to meet other waiver conditions.

As early as 2016, the university's trial measures for tuition waivers explicitly stated that students with consumption-related bad habits such as smoking, excessive drinking or internet addiction would be disqualified, according to Sichuan Daily. The standard has been retained through subsequent revisions of the university's financial aid policies.

Sichuan University is not alone in tying smoking to financial aid eligibility for students in need. Northwest A&F University's measures for identifying students from financially disadvantaged families state that those with behaviors such as smoking, excessive drinking or gambling will not be recognized as such.

North China University of Water Resources and Electric Power has similar rules, stipulating that students who smoke, drink excessively or gamble cannot be classified as financially disadvantaged and are also barred from applying for temporary hardship subsidies.
