Xiaoxue, a pseudonym for a recent graduate in Shandong province, said her mother ordered 25 kilograms of sheep manure through an e-commerce platform to fertilize the family's fields. The mother accidentally selected Xiaoxue's university address, and Xiaoxue was unaware of the purchase. The package then sat at a courier station for more than 20 days.
Two days after the order was placed, Xiaoxue received a logistics notification. She contacted the merchant to change the delivery address, but was told that was not possible. She then requested a package interception and a refund. Tracking showed no further updates, so she assumed it had been returned.
On Sunday, the platform notified her that the package had been signed for at the station. Xiaoxue suspects it was marked as collected without her confirmation, saying she missed calls from both the delivery company and the courier station. "I don't dare imagine what happened during that time," she said.
The case raises compliance questions. Under China's interim regulations on express delivery, Article 26, couriers must deliver to the agreed address, the recipient, or a designated agent, and inform them so they can inspect the package in person. The recipient or agent has the right to do so.
Article 27 says that if a package cannot be delivered, the courier should return it to the sender or handle it according to the sender's request.
