Starbucks stores across China have begun asking customers to make a purchase if they want to sit down, a policy that has stirred debate after a customer said she was reminded five times in about 90 minutes.
The coffee chain introduced a purchase-required seating policy nationwide on Thursday, with outlets in Shanghai and elsewhere displaying signs telling customers to consume before taking a seat. Staff periodically patrol the floor and remind those who have not bought anything.
A regular Starbucks customer surnamed Yang, who often works from cafés, said she arrived at a store on Thursday morning when it was quiet and seats were plentiful. She joined an urgent online meeting and planned to order afterward, but was reminded five times by staff in roughly an hour and a half.
Starbucks China said staff communicate with customers in a friendly, respectful and empathetic way and handle situations flexibly based on store conditions.
Industry observers say the rule is a basic commercial principle. Tang Jiansheng, deputy secretary-general of the Shanghai Consumer Council, said shops pay rent and bear site costs, so tables and chairs are business facilities meant for paying customers. People who need a short rest should use public facilities instead, he said.
He also stressed that rules should not mean a harsh attitude, and that both businesses and consumers should respect boundaries and show mutual understanding.
Li Min, a senior partner at Shanghai Hansheng Law Offices, said the policy has a legal basis. Under China's Civil Code, operators have the right to possess, use and manage their premises and may set reasonable service conditions, provided they do not violate mandatory laws or public order and good morals.
