“我真的想考公啊”！男子被抓时距国考仅剩37天

A man surnamed Yuan in Bazhou district, Bazhong city, Sichuan province, has been detained for allegedly defrauding more than 10 women of over 100,000 yuan through a fake high-end qipao photo-shoot part-time job scheme, local police said.

The local criminal investigation unit moved to arrest the suspect after receiving a report from a victim. Police found him still asleep in his rented room. A large number of civil service exam preparation books were also discovered; he was preparing for the national civil service exam, which was only 37 days away. 

After being taken to the interrogation room, Yuan repeatedly lamented, "I can't take the civil service exam now", "I really wanted to be a civil servant", and "I've wasted these years". He also asked police why they had not caught him the first time. 

据巴州公安官方微信公众号，自2025年底起，袁某杰在社交平台发帖“广撒网”，招募女性兼职“旗袍寄拍”，以所拍旗袍是高定服装为由，引诱受害者先行垫付押金，通过承诺之后全额退还押金的方式博取受害人信任，使其继续付押金“接单”，实现持续收割。

其中一位受害者赖女士在此过程中，首次退押后继续接单，后续转账共计25600元，在未收到服装且对方失联后报警。

Police said Yuan cast a wide net on social media since late 2025, telling recruits the garments were haute couture and asking them to pay a refundable deposit before receiving orders. 

His promise of full refunds built trust and kept payments coming. One victim, surnamed Lai, received a refund after her first order and continued accepting work, eventually transferring 25,600 yuan in total. She reported the matter after neither the clothing arrived nor the suspect could be reached.

依据《中华人民共和国公务员法》第二十六条，因犯罪受过刑事处罚、被开除中国共产党党籍、被开除公职、被依法列为失信联合惩戒对象等情形，不得录用为公务员；依据《公务员录用考察办法（试行）》第九条，在法律规定的国家考试中被认定有严重舞弊行为，或政治素质、道德品行、社会信用情况较差等，不得确定为拟录用人员。

The case has drawn attention to civil service eligibility rules. Under Article 26 of China's Civil Servant Law, people who have received criminal punishment, been expelled from the Communist Party or public office, or been listed as subject to joint punishment for dishonesty are not eligible for recruitment.
