前驻美大使崔天凯：“旧金山愿景”重在落实

11月15日中美元首会晤形成的“旧金山愿景”为中美关系和整个世界注入了期待已久的稳定性和确定性。

2023中美公共外交论坛于12月12日在北京举行。中国前驻美大使崔天凯在论坛上表示， “旧金山愿景”给中美关系和整个世界局势注入了期待已久的稳定性和确定性。中美关系的历史证明，元首会晤的成功应是两国关系走向健康稳定发展的新起点，要把愿景转化为政策，落实在行动，造福于人民。为实现“旧金山愿景”，首先要在中美关系中最重要、最敏感、最具爆炸性的问题上切实履行承诺。要将达成的共识付诸实践，以原则性共识管住具体问题，推动对话机制有效运转，让愿景在两国更加深入人心，赢得人民更广泛的认同、支持和参与。

At a China-US public diplomacy forum on Dec 12, former Chinese ambassador to the US Cui Tiankai said the San Francisco Vision offers strategic guidance on critical issues and an overarching blueprint for global peace and development. History shows that such high-level meetings are indispensable for steering Sino-US relations in a positive direction.

He emphasized that to realize the San Francisco Vision, the commitments made during the summit must be fully implemented, particularly on sensitive issues involving Chinese sovereignty, territorial integrity and fundamental principles. “The successful realization of the San Francisco Vision lies in translating agreements into concrete actions that span diverse areas such as trade, technology and people-to-people exchanges,”said Cui.

崔天凯表示，中国愿意同美国做伙伴做朋友，我们处理中美关系的根本遵循就是相互尊重、和平共处、合作共赢。在两国不可能不交往，不可能改变对方，不能承受冲突对抗后果的现实情况下，这又是唯一的可行之道。希望中美各界人士共同努力，摆脱冷战思维的束缚，打破零和竞争的怪圈，跨越现实存在或者想象之中的各种陷阱，朝着旧金山愿景的方向，为中美关系光明的前景，为国际关系特别是大国关系走出一条新路来。

“Breaking free from Cold War mentalities, overcoming zero-sum competition, and forging a new path for international relations, particularly among major countries, are essential for realizing the positive future envisioned in San Francisco.”

亚洲协会董事会主席、布鲁金斯学会董事会荣誉主席约翰·桑顿表示，中美两国的相互争斗并无意义，如果双方能共同努力，100%的全球问题都将得到更快、更好解决。中美应围绕“未来愿景”展开探讨，就未来世界的发展方向达成共识，以谦逊、好奇、理解和尊重的态度相互接触，推动更深入的面对面会晤。同时，以对方能听懂的话语表述进行对话，以“互惠互利”构建相互认同。

John Thornton, co-chair of the Board of Trustees of the Asia Society, and chair emeritus of the Brookings Institution, said every person in the world knows that 100 percent of the world's global problems will be solved faster or managed better if the world's two leading countries, the US and China, work together. He suggested both sides should use words that the other side will hear. It is not what you say that matters. It is what your listener hears that matters.

此次中美公共外交论坛以“人类命运与全球发展，中美的使命与责任”为主题，旨在推动中美两国人文交流。本届论坛由中国人民大学、中国公共外交协会、中国日报社共同主办，邀请了40多位来自政界、学界、商界的知名专家展开深入研讨。
