波音公司认罪！

据美国司法部内部人士透露，美国波音公司已接受司法部此前提出的一份认罪协议，承认在2018年和2019年的两起致命空难中“密谋欺诈美国联邦航空局”，从而避免遭受庭审。

Boeing agreed on Sunday to plead guilty to conspiring to defraud the government in a case linked to crashes of its 737 Max jets in Indonesia and Ethiopia that killed 346 people.
It is rare for a company of Boeing's stature to plead guilty to a crime, and the moment marks another low point for the already-battered reputation of the century-old aircraft manufacturer.

据悉，若对簿公堂，可能会使波音公司导致这两起致命空难发生的相关决策暴露在更大范围的公众监督之下。目前，波音公司也已证实“与美国司法部就一项协议的条款原则上达成一致”。

In a statement, Boeing confirmed that it had reached an “agreement in principle in terms of a resolution with the Justice Department subject to the memorialization and approval of specific terms.”

这一认罪协议包括总额为4.872亿美元（约合35.42亿元人民币）的罚款。据悉，波音需支付其中约一半的金额。波音还可能被要求向遇难者家属支付赔偿，具体金额将由法官酌情决定。

依据认罪协议，波音还需在未来三年投资至少4.55亿美元（约合33.1亿元人民币），以加强安全和合规行为。美国司法部将要求一家独立监督机构对此进行为期3年的审计。

The agency has taken the unusual step of forbidding Boeing from increasing the number of 737 Max planes it makes each month, until regulators are satisfied that improvements have been put into place.

有分析指出，认罪将使波音所陷危机进一步加深，使其承受更沉重的经济压力和更严格的政府监管，其后续获取政府合同的机会也将受到影响。

2018年10月和2019年3月，印度尼西亚狮子航空公司和埃塞俄比亚航空公司航班先后发生空难，两架飞机上总计346人全部遇难。失事的均为波音737MAX8型客机。2021年1月，美国司法部对波音公司提起刑事诉讼，并与其达成为期3年的暂缓起诉协议。波音同意支付超过25亿美元的罚款和赔偿，并承诺充分合作，按要求实施合规和改进计划。暂缓起诉协议有效期至今年1月7日。

但今年1月5日，也就是暂缓起诉协议到期前两天，美国阿拉斯加航空公司一架波音737MAX9型客机在飞行途中发生“门塞（内嵌式应急门）”脱落，虽没有造成人员伤亡，但暴露波音在质量控制方面持续存在问题，导致美国国家运输安全委员会和联邦航空局介入调查，也被司法部列为调查“波音是否违反协议”的依据。
