Russian President Putin invoked the memory of Napoleon Bonaparte's defeat by Russia, hinting that modern France could face a similar fate if it tangled with Russia militarily.
法国总统马克龙5日晚发表电视讲话时指出，他决定就法国向欧洲盟国提供“核保护伞”的问题展开战略讨论。
President Macron suggested that France could extend its nuclear deterrent to cover other EU nations as he warned that the continent must prepare to face the threat of Russia without the US.
在5日的电视讲话中，马克龙表示，法国拥有独立、完整的核威慑能力，因此法国在欧洲防务问题上享有特殊地位。他强调，是否使用核威慑的决定权始终掌握在法国总统手中。
France has an independent nuclear deterrent of fewer than 300 warheads designed to protect the country's vital interests. "Whatever happens, the decision has always remained and will remain in the hands of the president of the Republic, commander of the military," Macron added.
马克龙指出，俄乌冲突动摇了世界秩序，世界的安全和繁荣面临更多不确定性。他说：“我们的盟友美国已经改变了对俄乌冲突的立场，减少了对乌克兰的支持，这让接下来的行动充满了疑问。”他认为，和平不能以乌克兰的屈服为代价，也不能以它的崩溃为结局，更不能通过一纸过于脆弱的停火协议来实现。
"The United States, our ally, has changed its position on this war, is less supportive of Ukraine and is casting doubt on what will happen next," Macron said.
他表示，俄罗斯和乌克兰一旦签署和平协议，欧洲可能在乌克兰部署军队。但他指出，派出军队的目的不是为了“作战”，而是在签署和平协议后，确保和平协议得到充分遵守。
Macron said any European forces deployed would not fight today or at the frontline, but would be there to guarantee any peace in Ukraine once it had been signed.

"I want to believe that the US will stay by our side, but we have to be ready if they don't," Macron said. "Europe's future should not be decided in Washington or Moscow, and yes the threat from the east is returning."
俄外长：这是对俄罗斯的威胁
俄罗斯外长拉夫罗夫当地时间3月6日表示，法国总统马克龙此前一天在电视讲话中有关核武器的言论是对俄罗斯的威胁。另外，马克龙有关俄罗斯准备对欧洲国家发动战争的说法是无稽之谈。
"This (Macron's speech) is, of course, a threat against Russia," Sergei Lavrov, Russia's foreign minister, said.
拉夫罗夫说，关于在乌克兰部署外国“维和力量”的问题，俄方无法同相关方达成妥协。这一步骤意味着派遣武装力量的国家直接和正式地介入与俄罗斯之间的冲突。
拉夫罗夫还表示，如果欧洲国家在乌克兰部署武装力量，俄方将把此举视为北约在乌克兰的存在。俄罗斯总统新闻秘书佩斯科夫6日也表示，俄方认为该讲话具有对抗性，并给人一种法国希望继续当前冲突的印象。
Deployment of European troops would be seen by Moscow as "the direct, official, unconcealed involvement of NATO countries in a war against the Russian Federation", Lavrov added, and that "is impossible to allow".
