Social-Media Ban Imposes Brave New World on Australian Teens

From: The Wall Street Journal

Australian teen Zoey Bender started posting “get ready with me” videos on TikTok a year ago as a creative outlet during a difficult time, and ended up amassing nearly 60,000 followers.

Zoey, now 14, said she found friendships and prospective business contacts as her following grew, connecting her with hair salons and makeup artists who she thinks could help support her dreams of a career in the beauty industry.

But as of Wednesday, TikTok is required to shut down the accounts of teens Zoey's age, under a new law intended to shelter children from the mental-health risks of life online. The app is one of 10 popular social-media platforms that must prevent anyone in Australia under 16 years old from holding an account.

Australians are divided over whether the law, which passed a year ago with broad political support, will make anyone safer and is even enforceable. Young Australians certainly have something to say about it.

“I don't think that they considered us,” said Zoey. Teens today have grown up with social media and know its harms, she said. “But they didn't ask us how we felt or what we needed or what could help us.”

Zoey's mother, BJ Newton, an associate professor of social work and social policy, described the ban as devastating. “This is an entire world and society as these young people know it, ending.”

The age cutoff of 16 is roughly in line with when Australian teenagers can drive and apply to join the military. They can legally drink when they turn 18.

Prime Minister Anthony Albanese said he is under no illusions that teenage social-media use will be curbed overnight.

“This won't be perfect,” he said Sunday. “Just like, chances are, last night…somewhere in Australia, someone under 18 got a drink in a pub.”

But Albanese said the government expects compliance. “This is the law,” he said.

The banned platforms are among the most heavily used by Australian teens: Facebook, Instagram, Kick, Reddit, Snapchat, Threads, TikTok, Twitch, X and YouTube. They all meet a set of criteria, including that they allow users to post content, according to Australia's online regulator, the eSafety Commissioner. Some smaller services such as Bluesky have self-assessed and will ban under-16s, too.

The companies are now required to take reasonable steps to enforce the new rules, under threat of penalty. Parents and children won't be fined.

YouTube Kids, WhatsApp and Messenger are among platforms that won't be restricted, though that could change if their services evolve, the regulator said.

Tech companies said they would comply with the ban, and some began deactivating accounts before the law came into effect. Several said they had begun notifying users believed to be under 16 that they would need to verify their age with identification or by providing a selfie for facial analysis.

Social-Media Ban Imposes Brave New World on Australian Teens

From: The Wall Street Journal

Australian teen Zoey Bender started posting “get ready with me” videos on TikTok a year ago as a creative outlet during a difficult time, and ended up amassing nearly 60,000 followers.

outlet

outlet /ˈaʊt.let/ 或者outlets一词经常出现,media outlet / news outlets 都可以表示媒体/新闻机构;outlet本身表示“商店,商行;销售公司;专卖店;直销店”,英文解释为“An outlet is a shop or organization which sells the goods made by a particular manufacturer or at a discount price, often direct from the manufacturer.”如:a fast-food outlet 快餐店,a retail outlet 零售店,举个🌰:At the factory outlet you'll find discounted items at up to 75% off regular prices.

此外,也可以指“(情绪或精力的)发泄方式,发泄途径,施展的机会”,英文解释为“a way in which emotion or energy can be expressed or made use of”举个🌰:Her work provided no outlet for her energies and talents.

amass

amass /əˈmæs/ 表示“集聚,积累,大量收集(尤指钱或信息)”,英文解释为“to get a large amount of something, especially money or information, by collecting it over a long period”举个🌰:She has amassed a huge fortune from her novels.

The app is one of 10 popular social-media platforms that must prevent anyone in Australia under 16 years old from holding an account.

shelter

shelter /ˈʃel.tər/ 表示“掩蔽(处);遮蔽(处)”,英文解释为“(a building designed to give) protection from bad weather, danger, or attack”如:an air-raid shelter 防空洞。

“This is an entire world and society as these young people know it, ending.”

devastating

devastating /ˈdev.ə.steɪ.tɪŋ/ 1)表示“破坏性极强的”,英文解释为“If you describe something as devastating, you are emphasizing that it is very harmful or damaging.”

2)表示“令人震惊的”,英文解释为“You can use devastating to emphasize that something is very shocking, upsetting, or terrible.”举个🌰:The diagnosis was devastating. She had cancer.

The age cutoff of 16 is roughly in line with when Australian teenagers can drive and apply to join the military. They can legally drink when they turn 18.

cutoff

cutoff /ˈkʌt.ɒf/ 1)表示“取舍点;截止点”,英文解释为“a fixed point or level at which you stop including people or things”举个🌰:31 March is the cutoff date for applications to be accepted.

2)表示“切断供应;中断供应”,英文解释为“the act of stopping the supply of something”举个🌰:The US has announced a cutoff of military aid to the country.

Prime Minister Anthony Albanese said he is under no illusions that teenage social-media use will be curbed overnight.

illusion

“This won't be perfect,” he said Sunday. “Just like, chances are, last night…somewhere in Australia, someone under 18 got a drink in a pub.”

But Albanese said the government expects compliance. “This is the law,” he said.

compliance

compliance /kəmˈplaɪ.əns/ 1)表示“服从;遵守;依从”,英文解释为“the act of obeying a law or rule, especially one that controls a particular industry or type of work”举个🌰:It is the job of the inspectors to enforce compliance with the regulations.

2)表示“顺从,屈从”,英文解释为“the act of doing everything that someone tells or wants you to do”举个🌰:It's his compliance that amazes me.

compliance(合规):指的是“符合规定、规则或标准”。

The banned platforms are among the most heavily used by Australian teens: Facebook, Instagram, Kick, Reddit, Snapchat, Threads, TikTok, Twitch, X and YouTube. They all meet a set of criteria, including that they allow users to post content, according to Australia's online regulator, the eSafety Commissioner. Some smaller services such as Bluesky have self-assessed and will ban under-16s, too.

criteria

The companies are now required to take reasonable steps to enforce the new rules, under threat of penalty. Parents and children won't be fined.

YouTube Kids, WhatsApp and Messenger are among platforms that won't be restricted, though that could change if their services evolve, the regulator said.

Tech companies said they would comply with the ban, and some began deactivating accounts before the law came into effect. Several said they had begun notifying users believed to be under 16 that they would need to verify their age with identification or by providing a selfie for facial analysis.

comply with

表示“服从;遵守;依从”,英文解释为“to act according to an order, set of rules, or request”举个🌰:There are serious penalties for failure to comply with the regulations.
