海南自贸港国际服务门户正式上线了

The Hainan Free Trade Port launched an international services portal on Monday, three days before the launch of its landmark island-wide special customs operations. The portal, en.hainan.gov.cn, centralizes information and streamlines services for expatriates and foreign-invested enterprises.

建设海南自由贸易港，是习近平总书记亲自谋划、亲自部署、亲自推动的改革开放重大举措。党中央决定，12月18日，海南自由贸易港正式启动全岛封关运作，这是我国坚定不移扩大高水平对外开放、推动建设开放型世界经济的标志性举措。海南省委、省政府锚定把海南自由贸易港打造成为引领我国新时代对外开放的重要门户的战略目标，凝心聚力把海南自由贸易港打造成展示中国风范的靓丽名片，助力全国构建新发展格局。
The timing coincides with the island province's push to increase accessibility as it reaches a key juncture in its development. The island-wide special customs operations, set to begin on Thursday, mark a significant phase in China's wider opening-up policy.
For the international community in Hainan, the portal addresses a long-standing need for consolidated, reliable information.
海南自由贸易港国际服务门户由海南省营商环境建设厅与省委外办，会同省委宣传部、省委网信办、省委人才发展局，省旅游和文化广电体育厅、省商务厅、省科技厅、省市场监管局、省大数据发展中心等单位，在中国日报社专业团队的全程指导和鼎力支持下，建成集“涉外服务”和“资讯宣传”为一体的多语种综合服务平台，旨在更好服务外资、外企、外国人在琼核心需求。
刘伟玲在致辞中表示，中国日报社将与海南省委、省政府精诚合作、协同建设好海南自由贸易港国际服务门户，打造中国自贸港对外服务的新标杆、国际传播的新平台、展示中国式现代化海南篇章的新窗口；集中最优资源，投入最强力量，全力推进海南自贸港国际服务门户建设，助力海南以高水平开放引领高质量发展。
The Hainan Provincial Department of Business Environment Development developed the portal in coordination with multiple provincial departments and China Daily.
At its launch event in Haikou, Liu Weiling, deputy editor-in-chief of China Daily, said that China Daily will commit to supporting the portal's development to set "a new benchmark for foreign-related services".
门户设置“活力海南”（Dynamic Hainan）、“我想要”（I Want To）、“在琼营商”（Do Business）、“在线服务”（Online Services）、“资讯看点”（News and Highlights）、“政府事务”（Government）、“常见问答”（FAQs）等7大一级栏目，下设29个二级栏目及若干三级栏目，满足外籍用户在琼投资贸易、旅游、工作、购物、生活和学习的多元需求。
门户网站突出“政务+服务”功能，将整合集成全省29个涉外业务系统和网站，深度对接“海易办”平台，可链接至“海易办”国际服务办事专窗，提供44项高频服务事项和95个单事项的中英文指南和办事入口，涵盖住宿登记、医疗预约、企业注册、免签政策、就业许可、领事认证、驾驶服务、景区指引、工作机会等领域，用户可实现“一站登录、多事联办”。
The multilingual portal features seven primary sections, including Dynamic Hainan, an introduction to the island province; Do Business, serving the FTP's goal of building a market-oriented, law-based and internationalized business environment; and Online Services. It offers 44 high-demand service categories and 95 specific international service items, each with bilingual Chinese-English guides. Services accessible through a single login range from accommodation registration, work permits and medical appointments to visa-free policy details and driving services.
The portal was initially launched in English, German, French, Spanish, Portuguese, Russian and Arabic. It integrates 29 provincial foreign-related business systems and links directly with Hainan's main e-governance platform, Haiyiban.
外籍人士关注海南自由贸易港国际服务门户
海口全量国际贸易有限公司首席运营官雅恩・克里克斯（Jan Kerekes）对门户给予高度评价，直言办事便利度实现了“质的飞跃”。“现在所有流程都集中在这个门户上，企业注册、领事认证等常用服务都能通过这个平台办理。”他还表示，通过门户可便捷获取海南自贸港最新政策和产业园区信息，不仅节省了大量时间，更增强了外国投资者在海南发展的信心。
The portal's practical value quickly gained recognition among businesspeople. Jan Kerekes, a Slovak-Canadian working in international trade, noted a dramatic improvement in convenience. "Now, all procedures are centralized on the portal, and frequently used services such as enterprise registration and consular authentication can be completed through the portal," he said.
Kerekes added that easy access to updated policies and industrial park information saves a substantial amount of time and strengthens confidence for foreign investors.
作为海南自贸港制度型开放的重要载体，海南自由贸易港国际服务门户的上线运行，不仅将显著提升外籍人士在琼投资营商、工作生活、旅游出行的便利化水平，更将向世界展现中国“开放的大门只会越开越大”的鲜明姿态，为吸引全球优质人才和资源要素聚集、推动更大范围、更宽领域、更深层次对外开放提供有力支撑。

海南省营商环境建设厅相关负责人表示，下一步将坚持以用户需求为导向，持续优化自贸港国际服务门户功能、丰富内容供给、提升服务效能，不断扩大平台覆盖面和影响力，着力打造市场化、法治化、国际化一流营商环境，为全球用户提供稳定、公平、透明、可预期的发展环境，持续讲好海南自贸港故事，为建设高水平自由贸易港注入更强动力。
Local officials said the portal demonstrates China's commitment to wider economic openness. They said it will continue to be enhanced with a user-centered approach to attract more global talent and resources to the FTP.
