高市早苗,涉嫌违法

日本共同社24日援引多名相关人士消息报道,日本首相高市早苗以“祝贺当选”为名,向在众议院选举中当选的自民党议员发放价值数万日元的礼品,此举引发巨大舆论争议。

据报道,8日众议院选举结束后,高市事务所相关人员曾前往当选议员的事务所逐一发放礼品。礼品包装纸上标有表示祝贺的字样,并落款“高市早苗”,其中部分礼品价值约3万日元。

Japanese Prime Minister Sanae Takaichi admitted Wednesday to distributing congratulatory gift catalogs to all of her party's House of Representatives lawmakers elected in the Feb 8 general election but denied any illegality.

In a parliamentary session, Takaichi said her local chapter of the Liberal Democratic Party used its political funds to send to each of her party's 315 lawmakers booklets listing gifts that they could order, with an allocation of around 30,000 yen per person.

日本《政治资金规正法》中对于向公职候选人政治活动进行捐赠有严格规定。

The political funds control law prohibits donations of cash or securities related to political activities from individuals to individual politicians. 

高市此举是否涉嫌违反相关法律引发巨大争议。日本法政大学教授白鸟浩指出,关于礼品发放目的及相关资金来源,高市对国民负有说明责任。但在此之前,高市本人的道德水准已受到质疑;在“黑金”丑闻看似告一段落的氛围下,此举难免被解读为自民党在众议院选举中议席增加后的自满与傲慢。

日本媒体还指出,在野党势必会围绕这一问题对高市加以批评,该事件也可能影响高市计划于3月底前通过2026年度预算案。

Even if Takaichi's distribution of gift catalogs does not violate the law, the matter could slow down parliamentary deliberations on the fiscal 2026 budget, which the Takaichi administration wants to pass as soon as possible, as a result of the opposition's scrutiny.

2023年底,自民党被曝出“黑金”丑闻,部分派阀要求所属议员按指标出售政治筹款派对券,将超额部分以“回扣”形式返还给议员,而相关资金并未登记在政治资金收支报告中,成为不受监管的秘密资金。高市2025年10月就任首相后,不仅任命多名涉“黑金”丑闻的政治人物担任政府要职,其本人还于同年12月因违规收受企业政治捐款遭到起诉,引发日本社会强烈不满。
