“叔叔,我们用AI确认过了,是罂粟!”

近日,杭州市公安局滨江区分局长河派出所接到了一通特殊的报警电话,电话那头传来一个稚嫩的声音:

“我在小区楼下发现了罂粟,可不可以报警?”

A 13-year-old boy in Hangzhou helped authorities identify and remove a poppy plant after recognizing it with the help of online searches and an AI assistant.

The incident began when Changhe police station of Hangzhou's Binjiang District Public Security Bureau received an unusual emergency call.

On the other end of the line was a young voice saying, "I found a poppy plant in a residential compound. Can I report it to the police?"

打电话报警的是13岁的杭州男生李臻熙。在李臻熙准确地说出罂粟所在的位置后,接警员随即叮嘱他留在原地,等待警力到场处置。

李臻熙最后补充道:“我已经拍照进行证据保留了。”

The caller, Li Zhenxi, accurately described the plant's location, and the dispatcher instructed him to remain at the scene while officers were sent to investigate.

接到报警后,民辅警立即赶往现场。经联合禁毒办核查,确认该植株确为罂粟。民警当场将其铲除,并对周边区域开展逐一排查。

经查,这株罂粟属于自然野生生长,无种植责任人。

Police officers and anti-drug officials soon arrived and confirmed that the plant was indeed a poppy. It was immediately removed, and a thorough inspection of the surrounding area found no additional plants.

Authorities later determined that the poppy had grown naturally and was not cultivated by any individual.

“小朋友,你是怎么发现的?”民警问李臻熙。

李臻熙说,当天他来到小区找同学结伴写作业,在楼下绿化带发现了这株外形特殊的植物,茎叶、果实与普通绿植差别很明显,和学校里教过的罂粟照片有点像。

李臻熙叫来同学一同辨认:“我们先网上查,又手机拍照问了AI,AI说这是罂粟。”两人确认植株为国家明令禁止私种的罂粟后,第一时间选择报警。“我们还查了查附近的绿化带,没看到别的罂粟了。”

Recalling how he spotted the plant, Li said he was on his way to meet a classmate to work on homework when he noticed an unusual-looking plant in a landscaped area of the neighborhood. He asked his friend to help identify it.

"We first searched online and then took a photo and asked an AI assistant," Li said. "The AI assistant identified it as a poppy." After confirming that it was a poppy, a plant whose private cultivation is strictly prohibited in China, the two students decided to contact the police immediately.

民警对两位同学熟练掌握禁毒知识,遇事沉着冷静、处置得当,协助警方及时清除安全隐患的行为提出了表扬。

民警在小区里忙前忙后,也引来附近居民的围观。民警正好和周围街坊做了禁毒宣传,告知大家:“罂粟是毒品,千万不能私自种植。有些老年人听信偏方,说罂粟能治病。我们国家明确禁止非法种罂粟,零星几株都不行!小朋友都懂的道理,大人也一定要记住!”

Following the discovery, officers also carried out anti-drug awareness outreach among local residents. They reminded the public that poppies are the source of narcotic drugs and may not be cultivated without authorization.

Police also noted that some elderly residents still believe poppies have medicinal value, but stressed that unauthorized cultivation of poppies is prohibited under Chinese law, even in small quantities.

《中华人民共和国刑法》第三百五十一条 

非法种植罂粟、大麻等毒品原植物的,一律强制铲除。有下列情形之一的,处五年以下有期徒刑、拘役或者管制,并处罚金:

(一)种植罂粟五百株以上不满三千株或者其他毒品原植物数量较大的;

(二)经公安机关处理后又种植的;

(三)抗拒铲除的。

非法种植罂粟三千株以上或者其他毒品原植物数量大的,处五年以上有期徒刑,并处罚金或者没收财产。

非法种植罂粟或者其他毒品原植物,在收获前自动铲除的,可以免除处罚。

《中华人民共和国刑法》第三百五十二条 

非法买卖、运输、携带、持有未经灭活的罂粟等毒品原植物种子或者幼苗,数量较大的,处三年以下有期徒刑、拘役或者管制,并处或者单处罚金。

《中华人民共和国治安管理处罚法》第八十三条

有下列行为之一的,处十日以上十五日以下拘留,可以并处五千元以下罚款;情节较轻的,处五日以下拘留或者一千元以下罚款:

(一)非法种植罂粟不满五百株或者其他少量毒品原植物的;

(二)非法买卖、运输、携带、持有少量未经灭活的罂粟等毒品原植物种子或者幼苗的;

(三)非法运输、买卖、储存、使用少量罂粟壳的。

有前款第一项行为,在成熟前自行铲除的,不予处罚。
