An international committee of experts says it has updated its rules for evaluating and revealing the detection of extraterrestrial intelligence.
Adopted by the International Academy of Astronautics (IAA), the eight principles were designed to guide "individuals, institutions and other entities participating in the Search for Extraterrestrial Intelligence (SETI)", a scientific field dedicating to scanning the cosmos for radio and laser signals.
Originally developed by the IAA and SETI between 2022 and 2025, these guidelines were recently updated and released earlier this month.
This is the first major update to the committee's protocols in more than 15 years.

"In an era of deepfakes, automated misinformation and instant global connectivity, a single unverified claim could trigger confusion or panic. These new protocols ensure that scientists maintain the highest standards of evidence before making announcements to the world," committee chair Michael Garrett, an astrophysics professor at the University of Manchester, said in a news release.
这一修订版本指导建议的核心是重申了一项核心科学原则：“非凡的主张需要非凡的证据。”建议中强调，在探测地外智慧生命过程中，应与其他调查人员合作，对地外信号进行严格审查，并由多个独立机构使用不同的仪器或方法进行验证，否则不得发布任何公开声明。
In the event of alleged contact, the extraterrestrial signal should be rigorously scrutinized in collaboration with other investigators and verified by multiple independent orgs employing different instruments or methods.
如果最终确认确实存在地外智慧生命，必须立即通知公众、全球科学界以及联合国。“在整个过程中，坚持最高的科学责任感和诚信标准至关重要。”为防止证据遗失或被篡改，信号原始数据需要进行严格保护，并依据国际协议，永久归入全球安全档案。
"It is crucial to uphold the highest standards of scientific responsibility and integrity throughout this process."
If the evidence of intelligent ETs is confirmed, investigators must immediately inform the public, scientific community and even the United Nations.
At the same time, per the principles, the signal should be kept safe from interference while scientists should seek international agreements that allow said records should be kept in secure archives around the globe.
该指导文件还称，搜寻地外智慧生命的行动应与国际机构合作，来考虑是否应该对确认存在的地外智慧生命进行回应沟通。向地外智慧生命发出回应是全人类的决定，并且只能在经过国际磋商之后，特别是通过联合国进行磋商之后才能做出决定。在此类磋商有结果之前，“不应擅自进行任何回复”。

It says no one should try to reply to an extraterrestrial signal until there are appropriate international consultations, with the United Nations and other broadly representative international organizations playing the leading roles.
